This sounds like a pretty cool program to me. The lottery system they are using to select these people is pretty interesting.
According to the regions website, 133 people are eligible to participate in this program. Here is the quote from the main website, "Starting in March 2008, a series of lotteries will be held to select an estimated 133 applicant households to receive this assistance toward the purchase of a new or resale home in Waterloo Region that has a maximum purchase price of $208,000."
